The state government on Monday categorically told the AP High Court that Hyderabad city was not a ‘free zone’ for recruitment to government jobs and is part of Zone VI under the second Schedule of the Presidential Order 1975.
With this the state government has attempted to clear the confusion about its stance on the free zone issue which cropped up over the recruitment of police personnel.
The state has been divided into six zones for the purpose of recruitment in government jobs.
While ‘free zone’ means candidates from across the state can apply for jobs, specific zone means that only those from the respective region can apply for government jobs.
At one point of time, the state government had told the AP Administrative Tribunal that Hyderabad is a free and separate zone.
On another occasion, the government filed an affidavit before the tribunal stating that Hyderabad was part of Zone VI and cannot be treated as a separate zone.
After the police recruitment row erupted, the Telangana Rashtra Samiti, the Telugu Desam and other parties had contended that local Telangana people would be at a disadvantage if Hyderabad was declared a free zone.
There had been much confusion over applicability of the Clause (f) of Para 14 of the Presidential Order that specifically excludes a police officer as defined under Clause (b) of Section 3 of the Hyderabad City Police Act. In earlier round of litigation over the issue, the High Court did not consider the para but when the issue went to Supreme Court, it ruled that zoning was not applicable to the Hyderabad city police.
“The reason why special status is given to the posts of Hyderabad city police is because of its being the capital of the state and that there should be no monopoly of the candidates belonging to any particular area of the State,” the Supreme Court had said.
